Changes to OLF approval status in The Netherlands

Communication received from OLF:
"With reference to the "Mutual Agreement" between the United Kingdom (Oil & Gas UK), Denmark (NSOC-D), the Netherlands (NOGEPA) and Norway (OLF), regarding basic safety and emergency preparedness training, please find the "Memorandum of the Mutual Agreement" and the "Accepted matrix / overview" attached,
there is, according to OLF's position, no longer need for maintaining the OLF approvals given to basic safety training centres located outside of Norway.

Any OLF approvals given to basic safety training centres located outside of Norway are hereby withdrawn.

The same applies for any approvals given by the Petroleums industry Center for Quality and Quality Assurance (PSK) performed on behalf of OLF.

Hence, the "Mutual Agreement" is fully recognized by OLF, and thus, the term "OLF approved safety training center" is from now on only applicable to a safety training center approved by OLF (or by PSK on behalf of OLF) located in Norway."

What do these changes mean when sending delegates to Falck Nutec training centres in The Netherlands?

  • Despite the immediate removal of OLF to all non-Norwegian training centres, Falck Nutec Rotterdam will have an extension on the withdrawal of this approval and will continue to deliver approved OLF training and certification until 1st January 2010. 
  • The mutual recognition agreement detailed in the attached document is for cross border working on occasional basis. Courses 1, 2, 3 & 4 in this document relate to this agreement *
  • Training for permanent workers in Norway who are not covered by the mutual recognition agreement, will continue to be provided by Falck Nutec with certification issued in accordance with OLF* Courses 5 & 6
  • For OLF basic emergency courses that fall out with the 2007 mutual recognition agreement, Operators will require on be consulted on what will be accepted in Norway.

*We recommend that clients check with the operating companies if unsure of what will be accepted and prior to booking training.  

To this end Falck Nutec will from 1st January 2010 offer the following courses to satisfy both the mutual recognition for NCS and also in accordance with Pan European Training where operators and clients require.

NOGEPA/OPITO approved courses:

  1. Basic Offshore Safety Induction and Emergency Training*
    BOSIET - OPITO approved - 3 days
  2. Basic Offshore Safety Introduction & Emergency Response Training*
    NOGEPA 0.5A - NOGEPA approved - 3 days
  3. Refresher Offshore Safety Introduction & Emergency Response Training*
    NOGEPA 0.5B - NOGEPA approved - 2 days
  4. Further Offshore Emergency Training*
    FOET - OPITO approved - 1 day 
  5. Basic Safety and Emergency Course**
    PAN European (UK) - in accordance with OLF - 5 days
  6. Basic Safety and Emergency Training Refresher Course
    PAN European Refresher (UK) - in accordance with OLF - 2 days

 

* mutually recognized by United Kingdom (Oil & Gas UK), Denmark (NSOC-D), the Netherlands (NOGEPA) and Norway (OLF)
** including certificates for course 1 and 2 (OPITO BOSIET and NOGEPA 0.5A)
*** including certificates for course 3 and 4 (OPITO FOET and NOGEPA 0.5B)
